refactor(telemetry): realign /api/info, /api/health, /api/diag to SSOT homes (TA-505) (#613)

- /api/info: identity/build/capability only — drop heap_internal/heap_psram/rtc/
  static_dram, reset_reason, network, http_handler_count/cap, uptime_ms, pub_sinks
- /api/health: status bools/enums only — drop free_heap; strip rssi/disc_reason/
  disc_age_s/retry_count from network object via bb_json_obj_delete_key
- /api/health 'net' section: status-only via new bb_net_health_emit_status
  (state, early_warning, throttled, mqtt.connected, http.connected)
- /api/diag/net (NEW): uptime_ms, http_handler_count/cap, rssi, disc_age_s,
  last_disconnect_reason, lost_ip_recoveries/age, egress_dead_recoveries,
  mqtt{reconnect_count, disc_age_s, disc_reason, tls_fail},
  http{consec_failures, tls_fail, last_status}
- bb_diag CMakeLists: add bb_net_health to PRIV_REQUIRES, remove bb_info
- bb_net_health_schema: update k_net_schema to status-only fields
- tests: rename uptime_ms/disc_reason tests to assert absence; add absence tests
  for heap_internal/network/reset_reason/free_heap/rssi; add emit_status coverage
- 2906 host tests passing; smoke-esp32/esp32c3/tdongle all SUCCESS
