chore: remove dead partition_fixup subsystem (#605)

- delete partition_fixup.c, partition_fixup.h, partition_fixup_decision.c,
  partition_fixup_decision.h, embed_partitions.py, test_partition_fixup_decision.c
- remove partition_fixup_check() call and include from src/main.c
- remove partition_fixup srcs and generated partition_fixup_data.c from src/CMakeLists.txt
- remove pre:scripts/embed_partitions.py from all env extra_scripts in platformio.ini
- remove +<../src/partition_fixup_decision.c> from native and native-noasic build_src_filter
- remove 7 test_pfd_* forward declarations and RUN_TEST() calls from test_main.c
- remove CONFIG_SPI_FLASH_DANGEROUS_WRITE_ALLOWED from sdkconfig.defaults (only user was partition_fixup.c)
- the subsystem hit an early-return skip on every real board; no functional change
