Add autostart_listeners config + erldns:start_listeners/0 (#354)

When the autostart_listeners application environment is set to false, erldns_sup
omits the listeners from its initial children, so erldns boots (zones, pipeline)
without binding any sockets. erldns:start_listeners/0 starts them on request —
intended for an embedding application that must bring up its own resources before
any query is served. Default true keeps standalone behaviour unchanged, and once
started the listeners restart and rebind normally on crash.
