feat: heap observability — bb_mem accounting + HEAPTRACE + heap_state (B1-426) (#604)

- bb_mem allocation stats behind CONFIG_BB_MEM_STATS_ENABLE (default n); zero overhead when off
- HEAPTRACE serial output in bb_net_health behind CONFIG_BB_NET_HEALTH_HEAP_TRACE (default n)
- heap_state enum SSOT in bb_net_health; classifies heap pressure into ok/warn/critical/unknown
- raw bb_mem fields (alloc_count, free_count, peak_bytes, current_bytes) surfaced in /api/info
- heap_state field surfaced in /api/health
- host test build enables BB_MEM_STATS_ENABLE=1 + BB_MEM_TESTING; 101-line test_bb_mem suite added
