2.94.1: move default marker panel to signatures (neutral home) (#304)

Move the default per-clone GEX marker panel (the last gene-set constant
still living in til_select) into the canonical tcrsift.signatures module
as MARKER_PANEL_HGNC, re-exported from til_select as MARKER_GENES_DEFAULT
for back-compat. Wire the `til-select --marker-genes` CLI default to the
constant, removing a duplicate hardcoded gene list (drift hazard). No
behavior change.

Closes #301.
