fix(sdkconfig): no-PSRAM heap — cap bb_mdns batch ring + consolidation (#601)

- bb_mdns BATCH_MAX=4 + BATCH_RING_DEPTH=3 in no-psram: default 16 sizes the
  ring at ~33KB + ~8KB dispatch on internal heap (SPIRAM-preferred, falls back
  with no PSRAM) → heap exhaustion (mdns/bb_cache/httpd OOM). dual-core no-PSRAM
  (wroom32/cyd/tdongle) never inherited single-core's cap.
- BB_PUB_BUFFER_ALWAYS=n fleet-wide (~5.6KB internal at boot)
- LWIP_IPV6=n fleet-wide
- BB_MQTT_RX_BUFFER_BYTES=256
- rename sdkconfig/no-psram-ota → no-psram (+ platformio.ini refs)
- s2-mini TCP 2920; drop OTA chunk override
- bump bb pin to f65284b (B1-416 meta_gather deadlock fix + openapi #596-600)
