feat(bbtool): extend mutating-route-needs-body-schema lint rule to DELETE (#600)

- add BB_HTTP_DELETE to _METHOD_MUTATING_RE regex (line 818)
- add three test cases: DELETE with JSON body but no schema (fires), DELETE with properties schema (clean), DELETE bodyless (clean)
- RFC 9110 permits DELETE bodies; /api/nvs already uses one
- make check: 0 violations
- make check-test: all 169 tests pass
- make test: all 2870 tests pass
