feat: add SEMVER_GTE and SEMVER_LTE constraint operators (#11708)

- [x] Add `SEMVER_GTE` and `SEMVER_LTE` to backend constants
(`src/lib/util/constants.ts`)
- [x] Add `SEMVER_GTE` and `SEMVER_LTE` to playground constraint
evaluator with `gte`/`lte` logic
- [x] Add `semverGteConstraintOperators` feature flag key to
`src/lib/types/experimental.ts`
- [x] Add `SEMVER_GTE` and `SEMVER_LTE` to frontend operator constants
and `semVerOperators` list
- [x] Add descriptions for new operators in
`formatOperatorDescription.ts`
- [x] Update generated OpenAPI model files (constraintSchemaOperator,
playgroundConstraintSchemaOperator)
- [x] Update `ConstraintOperatorSelect.tsx` to filter new operators
behind `semverGteConstraintOperators` feature flag
- [x] Update `ProjectActionsFilterItem.tsx` to filter new operators
behind feature flag
- [x] Update event formatter descriptions and test snapshots
- [x] Add `semverGteConstraintOperators` to `UiFlags` type in
`uiConfig.ts` (fixes TypeScript error)
- [x] Fix biome formatting: split import in `constraint.ts` and
`SEMVER_OPERATORS` array in `constants.ts` to multi-line
- [x] Fix TypeScript build errors: cast `operator` to `any` and return
`any[]` from `mapSegmentsForClient` at the unleash-client bridge
boundary in `offline-unleash-client.ts`
