feat: add lnot to Int16 and UInt16

Int16 and UInt16 supported land/lor/lxor/shl/shr but were missing the
bitwise NOT operation that Byte, Int, UInt, Int64 and UInt64 all provide.
Add Int16::lnot and UInt16::lnot, delegating to Int::lnot within the
16-bit width, matching the existing implementation style for these types.
Includes doc examples and tests.
