chore: optimize frontend evaluation (#12428)

## What changed:

- Reuses one `evaluationContext` per /api/frontend request instead of
spreading `{ ...context, sessionId }` for every flag and again for
variants.
- Replaced `filter().map()` with a single loop to avoid an intermediate
array and repeated closures.
- Removed an unnecessary shallow clone of the frontend metrics payload
before validation/registration.
