docs: add multi-provider backend design note and M.5 prerequisite TODO

Adds the future-ready 3-phase multi-provider backend design
(Phase 1: Protocol + Ollama refactor, Phase 2: OpenAI, Phase 3: Anthropic)
under analysis/multi-provider-backend-design.md, and a prerequisite
bug-fix TODO entry M.5 in the Maintenance Tasks section.

M.5 captures a pre-existing bug: Agent._tool_backends is initialised to
{} and never populated, so the websearch and webfetch built-in tools
fail with "No backend configured" regardless of provider. This fix is a
documented precondition (design note §7.4 and §9.17 Q17 Option B) to be
completed before Phase 1 of the multi-provider backend effort. Scope is
limited to populating OllamaWebSearchBackend / OllamaWebFetchBackend
under the Ollama provider with unit tests; non-Ollama providers remain
out of scope.

A P2 row is added to the Priority Overview table referencing M.5 as a
prerequisite for the multi-provider backend.
