upgrade protoc-gen-go-errors target to v3

- bump the Makefile command from
  protoc-gen-go-errors/v2 to /v3 (Kratos v3 compat)
- without this fix the next make generate would put back
  v2 imports and break the v3 pb.go we just shipped
