Perform Schema Migration Check

This commit adds logic into the Transactor to perform schema migration checks. On construction, the Transactor now
executes administrative business logic; currently, schema migration is the only administrative consideration we have.
The appropriate table is created in the back-end database if it does not yet exist, then all data is selected out of it.
The hashes are compared to the actual hashes based on the current translation, and an exception is raised if any differ
or if any hash does not have a CLR counterpart. New tables are allowed, and their hashes are loaded in last.
