feat(bb_wifi): recover egress-dead zombie via inactive-time disconnect + STA restart (B1-369) (#572)

- esp_wifi_set_inactive_time detection: driver emits WIFI_EVENT_STA_DISCONNECTED
  after beacon starvation, flowing into existing reconnect FSM path
- bb_wifi_restart_sta stop/start reassociate replaces disconnect-only
  force_reassociate when enabled; FSM reconnect sites also use restart
- CONFIG_BB_WIFI_NO_IP_WATCHDOG_ENABLE gates mode-a watchdog + mode-b,
  default n; ST_IDLE uses portMAX_DELAY when disabled
- CONFIG_BB_WIFI_INACTIVE_TIME_S default 45; safeguard-reboot arms via
  existing disconnect path
