feat(bb_alert): opt-in one-shot alert channel + wifi_lost_ip & update_check consumers (B1-365) (#571)

- new bb_alert component under components/bb_alert/
- opt-in CONFIG_BB_ALERT_ENABLE default n; safe no-op when disabled
- severity enum INFO/WARNING/CRITICAL with BB_ALERT_MIN_SEVERITY threshold
- non-retained "alert" topic registered and attached at regular-tier order 4
- pure envelope serializer: {type, severity, uptime_ms, ...fill}
- consumers: wifi_lost_ip (BB_ALERT_WARNING) in wifi_reconn.c on_lost_ip + ST_IDLE watchdog
- consumers: update_failure (BB_ALERT_WARNING), update_available (BB_ALERT_INFO, transition edge only), update_applied (BB_ALERT_INFO) in bb_update_check_common.c
- host coverage: BB_ALERT_ENABLE=1 in platformio.ini; severity filter both branches covered
- test: cover OOM path in alert_serialize via bb_json_host_force_alloc_fail_after; remove LCOV_EXCL markers
