fix: distinguish unreachable/timeout from 'No devices found' (TA-459) (#584)

- discovery.py: add EnrichFailure, ResolveResult, _classify_enrich_exception,
  from_hosts_detailed; classify socket timeout / connection refused /
  no route / http error / bad response per host
- suites/__init__.py: resolve_devices now returns ResolveResult (devices +
  failures list + from_mdns flag); backward-compat list pass-through in helpers
- fleet.py: add _unwrap_devices / _emit_resolve_warnings / _no_devices_message;
  update all resolve_devices callers to render distinct messages:
  - mDNS empty  -> 'No devices found via mDNS (_taipanminer._tcp.local.).'
  - --hosts all fail -> 'N host(s) specified; none reachable:' + per-host reasons
  - --hosts partial -> proceeds with resolved devices, warns on stderr per failure
  existing test mocks (return_value=[]) pass through unchanged via list guard
- tests/test_resolve_devices.py: 23 offline tests covering all four cases
- README.md: document --hosts per-host reason reporting and mDNS-empty distinction
