feat(modtools): show the Rippling menu to all moderators, not just Support/Admin

The /rippling page already gates itself on `mod` (any moderator) and pulls
reach data from the spatial server via the moderator's own JWT - no admin-only
API. Only the left-menu link was hidden behind `v-if="supportOrAdmin"`, so
trial-group moderators were asked to look at a page they couldn't navigate to
(Discourse rippling-out #166/#170/#181). Drop the gate so the menu matches the
page's own moderator-level access.
