[#28] Update RWS/WWTP/SPS forms and fix grammar across prod forms

Rural Water Project (3_*):
- Make Q13 "Is the WSMP approved?" dependent on Q12 "Is the WSMP submitted?" = Yes
- Fix grammar in monitoring forms (Polyethylene, "Why is the X non-operational?",
  "can you visit", µS/cm and 1cfu/100ml spacing)

WWTP / WAF Wastewater Treatment Plant (5_*):
- Add per-pump-station-type follow-ups: status (Standby/Operational/Non-operational)
  and conditional "Why is it non-operational?"
- Remove duplicated "How many pumps are there?" questions (count already captured)
- Convert "Total number of pump stations" to an autofield summing per-type counts,
  rendered last via order field
- Remove separate Influent/Effluent Pumping groups (covered by pump-station questions)
- Add multi-select condition checklist to Oxidation/Polishing/Maturation/Facultative ponds
- Remove "New Option" from Anaerobic Lagoons
- Grammar fixes (Wastewater, pump stations, staff, comply with, single spaces, etc.)

SPS / Wastewater Pump Station (4_*):
- Spelling fixes: Voltmeter, Odor, Logbook, Operational

WAF Water Treatment Plant (1_*):
- Pre-existing grammar/spelling fixes (Backwash, Incorrect, Fecal, Lime, nozzle,
  an OHS, comply with, workplace, recommendations, punctuation/spacing)

Note: corrections applied to display labels/descriptions only; option value keys
left unchanged to preserve stored data.
