feat(devpod): add slick prompt, chezmoi dotfiles, and neovim

- mise.toml: add the slick prompt (github:nbari/slick) and tree-sitter; set
  EDITOR/VISUAL=nvim
- postcreate.sh: make zsh the default shell, load mise in zsh, and apply dotfiles
  with chezmoi (DEVPOD_DOTFILES, default nbari/dotfiles-devpod) so the shell,
  prompt, and nvim config match the host
- devcontainer.json: add the neovim devcontainer feature; compose: EDITOR/VISUAL=nvim
