feat(1452): implement legislation guidelines system

- Add TGuideline and HGuideline models with 1-to-many entity relationships
- Add database tables, triggers, and history tracking for guidelines
- Implement full CRUD controllers (create, update, delete, restore, rollback)
- Add /by-entity routes for fetching guidelines per entity
- Implement pagination, snapshot retrieval, and rollback support
- Add entity ID deduplication and numeric guideline ID validation
- Consolidate array normalization into CommonService
- Optimize guideline fetching with native SQL queries
- Add comprehensive integration tests for all guideline routes
- Update Swagger documentation for new endpoints
