fix(test): remove unstubable azure module-level stub

@azure/storage-blob 12.32.0 exports are now non-configurable, making
sinon.stub() fail at module load time. The stub was redundant anyway —
all FileService methods are fully overridden in the before() hook and
call mockGenerateSAS directly.
