test: multi-suite facade E2E — add ChaCha host test (#64)

* test: add ChaCha facade E2E test; share parse_hex helper

The host facade integration test only ran AES (+RSA under `--features rsa`);
the ChaCha full-handshake path was exercised only on M3 (QEMU), not host. Add a
ChaCha-only facade test driving `DefaultStream::connect` against the seed-0
`packets_chacha` fixtures with byte-exact CH||CF assertions, and lift the
shared `parse_hex` into `tests/common/`. Merged coverage ~83% -> ~85%: the
chacha handshake path (AppChaCha / chacha AEAD) is now covered.

* test: reuse Vec allocations in the chacha facade test

Review: build server_stream / expected_tx by moving server_hello / expected_ch
in and extending, instead of with_capacity + two copies.
