chore: tidy-ups — centralize record/alert consts; scratch doc; nonce idiom (#63)

- Centralize CT_ALERT + CLOSE_NOTIFY_ALERT in `consts`. engine.rs redefined
  CT_HANDSHAKE/CT_APPLICATION_DATA (already in consts) plus its own
  CT_ALERT/CLOSE_NOTIFY_ALERT; connection.rs had test-only copies of the latter
  two. All now import from `consts` (connection's import stays test-gated).
- Stack-overflow warning on `Scratch::new()`: a DefaultScratch is ~37 KiB,
  don't make one a local.
- `aead_nonce`: `zip` over the seq bytes instead of the index loop.
