feat(efloat): implement IEEE-754 exception and status flags (#1094) (#1106)

Expose standard ExceptionFlag bitmasks (Inexact, Underflow, Overflow, DivByZero,
InvalidOperation) and ExceptionFlags thread_local sticky container inside Option A
(<universal/behavior/status_flags.hpp>).

Integrate exception flag tracking across all arithmetic operators: Inexact sets inside
round_limbs() during limb truncation; DivisionByZero sets inside operator/=;
InvalidOperation sets inside operator+=, *=, and /= during NaN generation.

Integrate conversion exception flags: Inexact sets on discarded bits; Underflow sets
on inexact subnormal conversion; Overflow sets on exponent overflow.

Protect all exception-setting lines inside constexpr functions with C++20
std::is_constant_evaluated() checks. This guarantees compile-time constant evaluation
compatibility by ignoring dynamic thread_local accesses during constexpr runs.

Create exceptions.cpp inside elastic/efloat/api/ to rigorously verify the sticky
accumulation and reset thresholds under DivByZero, InvalidOperation, Inexact, Overflow,
and Underflow vectors.
