Adjust estimated remaining time as the job runs

- Replaces fixed `total_expected_time - elapsed_time` projection
with `(importables - imported_count) × avg_import_time`, so the
estimate tightens toward actual throughput after each observation.

Also fixes `update_timings` in `ObservationImporter`, which was
computing `avg_import_time = total_seconds / imported_count` — mixing
all-time accumulated seconds with the current-job count, producing
nonsense for any user with import history. Replaced with a cumulative
moving average of per-observation elapsed times for the current job.
