Libappo1 84 update dependencies (#455)

* Refresh Ruby and JavaScript lockfiles after dependency updates.

Keeps gem and npm direct dependencies current after bundle update and yarn up.

* Remove shoulda-matchers and replace with behavioral model specs.

Drop the gem in favor of plain RSpec coverage, shared lookup-table test
helpers, and a factory fix that avoids brittle Status.first.id lookups.

* Skip redundant asset builds when RSpec suite sources are unchanged.

Restore JS source digest staleness checks and add dartsass mtime checks so
before(:suite) and javascript_build_spec avoid rebuilding on every run.
