fix(runner): do not validate container target port on host (#5638)

WithPorts was calling FindOrUsePort for target ports, which checks
host availability and may substitute a random port when the requested
port is busy locally. Target ports are container-internal and should
be preserved when explicitly set.

Fixes #4761
