Libappo1 121 migrate scss from import to use (#452)

* Migrate app SCSS to @use and remove Dart Sass deprecation silencing.

Replace legacy @import chains in app-owned stylesheets with @use, load
vendored Bootstrap via meta.load-css, and drop quiet-deps/silence flags
from dartsass builds now that compile output is deprecation-free.

Remove unused SCSS copy helpers and dead css_path/stylesheets_path APIs,
tighten docs and specs around meta.load-css, and document that only

Delete the legacy vendor/bootstrap/scss snapshot, load dashboard_contrast
through _dashboard_core so entry points only @use the core barrel, and
