Libappo1 112 upgrade yarn 1 22 → yarn 4 (#451)

* Upgrade Yarn Classic to Yarn 4 via Corepack.

Pin Yarn 4.17 in packageManager, migrate the lockfile, and use
node-modules linking so esbuild keeps working. CI, deploy hosts, and
bin/yarn now activate Yarn through Corepack with --immutable installs.

Drop npmMinimalAgeGate and approvedGitRepositories wildcards from
.yarnrc.yml, align bin/yarn with deploy/CI corepack prepare, and add
a spec guarding the minimal secure Yarn configuration.

* Fix GitHub Actions Yarn 4 setup before setup-node cache.

Enable Corepack before actions/setup-node so cache: yarn does not
invoke global Yarn 1.22 against packageManager, then prepare Yarn 4
after Node 24 is installed from .nvmrc.
