test: default pgbench init back to client-side, make steps configurable

Restore the standard client-side pgbench data generation (dtgvp) as the default
and expose the init steps via PGBENCH_INIT_STEPS. Setups that stall on the
client-to-server bulk COPY (e.g. a rootless podman/pasta port-forward) can opt
into server-side generation with PGBENCH_INIT_STEPS=dtGvp.
