build: key SELinux :Z on OS, not getenforce (fix toolbox case)

The previous getenforce-based detection resolved to no :Z when 'just' runs
inside a container (e.g. a Fedora toolbox) whose SELinux view is "Disabled",
even though the container engine runs on an SELinux-enforcing host (e.g. via a
host podman wrapper). Key the :Z relabel on the OS instead: apply it on all
Linux (needed on SELinux hosts, harmless otherwise) and omit it only on macOS.
