feat: bb_websocket portable WebSocket server transport (B1-104) (#555)

- portable public api in components/bb_websocket/include/bb_websocket.h
  with no esp_* includes; uses bb_core.h types throughout
- esp-idf implementation in platform/espidf/bb_websocket/bb_websocket.c:
  httpd_uri_t.is_websocket + two-step recv probe, async broadcast via
  httpd_queue_work, full CONFIG_HTTPD_WS_SUPPORT gating
- host capture harness in platform/host/bb_websocket/ with force-fail
  hooks, inject_frame, async capture table, client-active stubs
- kconfig: BB_WEBSOCKET_MAX_CLIENTS, FRAME_MAX_PAYLOAD, timeouts
- openapi: bb_websocket_register_described_endpoint routes /ws as GET
  via bb_http_register_route_descriptor_only (upgrade-pattern)
- smoke: /ws echo endpoint + /api/wsbcast POST, bb_websocket in
  SMOKE_REQUIRES and custom_bb_components
- 46 host tests, 100% branch coverage, make smoke-esp32 green
