feat: bb_event_routes opt-in static SSE client pool (reservation C) (#554)

- add BB_EVENT_ROUTES_STATIC_POOL kconfig (default n, depends on FREERTOS_SUPPORT_STATIC_ALLOCATION)
- pre-allocate s_payload_pool + s_entry_pool at compile time; acquire assigns slots, release skips free
- xTaskCreateStatic path for sse writer task using per-slot static stacks
- host test hook (BB_EVENT_ROUTES_TESTING) covers both static and dynamic paths
- 100% line/function/branch coverage maintained
