Implement chart-first kiosk presentation (#1180)

* Implement chart-first kiosk presentation

Update the kiosk specs and frontend to render one full-screen chart page at a time, use transient overlays instead of persistent chrome, and adapt cleanly to portrait and landscape rotation.

Fix the kiosk/shared-runtime telemetry boundary so cached data plots correctly instead of producing a legend-only chart, and harden the shared chart renderer to fall back when points are not plottable.

Also extend the kiosk and shared UI tests to cover chart sequencing, timestamp normalization, rotation-ready rendering behavior, and invalid-point fallback handling.

* Fix plottable-point filtering before downsampling

Filter non-plottable chart points before downsampling so mixed valid and invalid telemetry cannot incorrectly collapse to an empty chart.

Add a regression test covering mixed invalid and valid points to keep the shared chart renderer aligned with the review feedback.

Restore setup-screen scrolling within the kiosk shell, remove nested viewport-sized chart constraints that could force overflow, and tighten the chart-first naming and render flow cleanup noted during PR review.

* Split Azure companion smoke test job

Move the Docker-backed Azure companion container smoke test off the matrix check job so the workspace test build and the container build do not compete for the same runner disk budget.

Run the smoke test once on a fresh Ubuntu runner and skip it in the matrix workspace test step.
