- update the maintain skill to include newer repository components
- roll back node channel state on provisioning failure and test it
- tighten admin rotation code validation and extend CLI pairing coverage

* Harden rotation code normalization

- reject non-ASCII rotation codes before normalization
- use ASCII-only uppercasing for validated codes
- add a regression test for non-ASCII input
