Exclude UI controls from chart export

Add CHART_EXPORT_EXCLUDE_ATTR and shouldIncludeNodeInChartExport to mark and filter out DOM nodes from PNG/PDF chart captures. Apply data-chart-export-exclude to toolbar and scroll-anchor elements in CohortAnalyzerChartArea (and adjust ref placement), and pass the filter to html-to-image calls used for PNG/PDF exports. Include unit tests verifying the new constant and node inclusion/exclusion behavior.
