feat: adopt opt-in telemetry attach (breadboard v0.70.0) + per-board hardware gating (#561)

pin breadboard v0.70.0 (fan/power/thermal/display telemetry now opt-in); each board opts in only for hardware it has (bitaxe: fan/power/thermal/display; tdongle-s3: thermal/display; cyd: display; s2/c3: thermal; wroom32: none); retains the S2 BUFFER_ALWAYS=n no-PSRAM heap knob.
