feat: bb_pub SSE telemetry sources + VIN-sag observability (B1-352, B1-331, B1-346) (#560)

- new bb_pub sources mining_rates/pool/sensors_miner + bb_sink_event SSE fan-out of periodic telemetry

- telemetry-ready gate + mining_stats.mutex null-guards: sample_fns are seeded before start_mining() creates the mutexes

- raise event-topic caps to 20 and bb_pub worker stack to 8192 for the new sources (no-PSRAM-safe with bb v0.69.0 capacity-1 retained rings)

- VIN-sag observability on /api/sensors + sensors_miner: sag_count, vin_min_mv, vin_uv_latched, last_sag_ms + vcore_last_restart_ms; post health.alerts on a new sag

- pin breadboard v0.69.0; adapt webui to the bb timestamp key rename (boot_epoch_s)
