fix: skip interactive UI tests on Windows CI, handle platform-specific mkdir error

- Skip test_create_ui_returns_interactive_on_tty and test_create_ui_defaults_to_interactive_on_tty on Windows where no console is available (prompt_toolkit requires Windows console screen buffer)
- Update test_path_with_null_bytes to accept 'Parent directory does not exist' error on Windows where /tmp doesn't exist
