fix(ci): queue docker-release runs instead of cancelling the latest tag (#4689)

Default concurrency mode (queue: single) keeps only one pending run per
group, so on a release the two runs (master push + release event) pile
up behind an in-progress run and GitHub cancels the older pending one.
That casualty was the release run that produces the latest/semver tags,
leaving latest stale while master kept updating. Add queue: max for FIFO
queueing.
