style: replace verbose license headers with SPDX tags

Replace the FSF-style copyright block (18+ lines per file) with
two-line SPDX identifiers across all 1238 source files. The encoding
declaration (# -*- coding: utf-8 -*-) is removed as it is redundant
in Python 3+. Copyright is attributed to "Fondation RERO+"; UCLouvain
is preserved where it was already present.

Remove check_license_config.yml and the corresponding check in
scripts/test, as the custom license checker was built for the old
format. Remove the UP009 ruff ignore entry, which suppressed warnings
about the now-deleted encoding declarations.

Also fixes release workflow to bump version.py on release.
