feat(space): add subscribe_pr_events node-agent tool (#2147)

Workflow worker nodes can now subscribe to GitHub events scoped to their
own run's PR. Resolves the run's PR URL from gate data / artifacts (or
accepts an explicit prUrl), builds github/owner/repo/pull_request/N.* via
the existing buildPrEventTopicPattern, and delegates to the existing
subscribe_external_event callback so events land in that node-agent
session as messages.

Reuses parsePrUrl / buildPrEventTopicPattern / resolvePrUrlForRun — no
new routing. Each node (typically coder) subscribes independently; runs
are isolated per-PR. Avoids the bare-shorthand topic footgun.
