[#20] Update dashboard KPI calculations (WTP/WWTP/pump)

- WTP: Critical / Critical issues use critical_kpi (Critical shown as
  ratio); % Operational keeps option share; Sampled (12 mo) gains the
  12-month window; No-* / sample cards reviewed.
- WWTP: % Critical Alerts and Critical issues use rules_kpi (effluent
  non-compliant OR any process Not Operational); Effluent Compliance via
  compliance_kpi; No sample taken uses include_unanswered.
- Pump: Critical issues and % Operational use rules_kpi (station_status
  / electrical / valve / guardrail rule groups).
- Refresh the normalized calculation-spec sheets to match.
