Fix header icon/sorter regressions from Phlex sweep

- InterestIcons: make user nilable, component owns the <ul> and emits
  it even when empty so the parent flex layout is consistent
- EditDeleteIcons (renamed from EditDestroyIcons): component owns the
  <ul> wrap; emits empty <ul> when viewer has no permissions
- PageTitle: drop own <ul> wrappers for both icon slots; components
  own the wrap, so just inject content_for directly
- Sorter: restore missing list-unstyled on the outer <ul>
- add_interest_icons: remove return-unless-user guard; component
  handles nil user via empty <ul>
