Align lint/format tooling and husky setup with fee-service (#543)

- Add format:check, lint:check and typecheck scripts
- Add lint-staged with eslint/prettier on staged files
- Pre-commit now runs typecheck + lint-staged (drop full test suite,
  events-service unit specs need live RabbitMQ/Postgres)
- CI format/lint jobs use non-mutating :check variants; add typecheck job
- Add eslint-plugin-import with import/no-duplicates rule (matches fee-service)
- Fix duplicate import flagged by the new rule
