chore: optimize dependabot config (#542)

Apply GitHub's PR-optimization recommendations:

- Add cooldown + grouping to github-actions and docker ecosystems
- Use per-semver cooldown for npm (major 30 / minor 7 / patch 3)
- Add typeorm and adminjs groups, plus production/development
  catch-alls to consolidate the long tail of minor/patch updates
- Group all eslint-family packages (eslint, @eslint/*, typescript-eslint,
  @typescript-eslint/*) together in lint-and-format

Major bumps still come as individual PRs for isolated review.
