feat(ripple): scope ripple:expand to one message or an area (testing controls)

Adds opt-in scoping to the ripple:expand command so a ripple run can be
restricted to a chosen subset of posts, for controlled and wider area tests:

- --msgid=<id>        ripple exactly one chosen message
- --within-poly=<WKT> ripple browsable posts whose origin is inside the polygon
- --within-group=<id> convenience: resolves to the group's polyindex polygon
                      (e.g. ripple the posts near Edinburgh/Huddersfield)

--msgid bypasses the go-live arrival cutoff (an explicit single post may predate
go-live). An area run (--within-poly/--within-group) is an ADDITIONAL filter and
still RESPECTS the cutoff, so it only ripples recent posts within the polygon, not
the whole historical backlog there. Scoped runs skip whole-set stale-removal; both
init and advance honour the scope. Unscoped behaviour is unchanged, and the whole
feature stays inert while ripple.enabled is false.

Tests cover msgid scoping, polygon in/out filtering, and cutoff handling.
