refactor: single source of truth for HTTP status-code reason phrases (B1-337) (#502)

Add bb_http_status_reason() (components/bb_http) shared by the espidf and host
bb_http backends, replacing the two hand-synced status-code switches (the class
of bug that let 422 ship to one backend but not the other). Host test added.
