test(manual override): Add pytest for override of forced/derived parameters

Certain parameters in a configuration step are forced (their value is dictated by the
configuration step definition) or derived (their value is computed from information entered
in the component editor window). By design, these parameters are read-only in the GUI: the user
cannot change their value or change reason, because overriding them would defeat the purpose of
the configuration step.

The manual override feature lets a user consciously opt a specific forced or derived parameter
out of automatic value management for the duration of a configuration project. When manual override
is active for a parameter, the user can freely edit both the value and the change reason, exactly
as if the parameter were a normal non-forced/non-derived one. The override state is persisted to
the .param file so it survives application restarts and file reloads.
