fix: bb_pub_pause bounded-wait — release tick lock before blocking publish (B1-292) (#487)

- tick now snapshots+serializes under s_tick_lock then releases before the blocking sink fan-out + buffer_replay
- bb_pub_pause stops new ticks and bounded-waits on an in-publish flag (~mqtt network timeout) instead of barriering on the tick lock for the full tls write
- preserves no-concurrent-tls in the common case; pause waits for any in-flight publish to drain before returning
- host test times pause against a slow sink (~200 ms simulated tls write) and asserts pause returns within 1 s, confirming the tick-lock-across-publish stall is gone
- registers three previously-unregistered concurrent pause invariant tests
